"Getting Started On TMDLs" is an 96 page document intended to serve as an introduction to the science, policy, and societal elements of the TMDL (Total Maximum Daily Loading) program. This white paper, sponsored by YSI Incorporated as a public service, was written by Environmental Scientist and TMDL expert, Dr. Wesley Jarrell. Dr. Jarrell has been an Environmental Science Professor for 23 years and is currently in private consulting and serving in an adjunct faculty role at Oregon Graduate Institute.

Dr. Jarrell began working on the science underlying phosphorus cycling as it relates to TMDL issues more than 10 years ago on the Tualatin River watershed west of Portland, Oregon. The Tualatin was one of the first water bodies in the US to have TMDLs implemented.

Dr. Jarrell prepared this document with an enormous amount of invaluable input and review by experts from around the US. It contains what he wishes would have been known when the process got started in the Tualatin.
